How TSA Fingerprinting Works

If you're adding the H endorsement, the TSA threat assessment is the longest step — typically 30–45 days. Complete your ELDT first so it's already in the registry when TSA clears you.

  1. Complete Hazmat ELDT online (auto-submitted to TPR)
  2. Schedule TSA fingerprinting through IDEMIA Universal Enroll (Florida uses driver license offices instead)
  3. Pay the TSA fee and provide proof of citizenship
  4. TSA mails clearance to your state DMV — 30–45 days typical
  5. State DMV adds the H endorsement to your CDL

The Owner-Operator Stack

Most owner-operators need more than just one endorsement. The full owner-op stack typically includes: CDL A (or B for straight trucks), Hazmat for higher-paying freight, and Passenger/School Bus if you're driving people. All four endorsements together = $80 if bought individually, or $50 + $20 (Hazmat) = $70 with the bundle.

Do I need ELDT if I already have a CDL or commercial license?+
If you obtained your CDL before February 7, 2022, you're grandfathered — you don't need retroactive ELDT for that class. However, if you're upgrading to a new class (e.g., CDL-B to CDL-A) or adding any endorsement (Hazmat, Passenger, School Bus), you'll need the corresponding ELDT course. ELDT applies to new or upgraded licenses, not existing ones.
