To get a CDL in Rhode Island, you'll work through the Rhode Island Division of Motor Vehicles (RI DMV). The federal FMCSA ELDT mandate took effect February 7, 2022, and applies to most new CDL applicants in the state. Understanding what ELDT is, who needs it, and how it fits into your CDL timeline is the first step toward getting on the road.

Rhode Island CDL Requirements — The Complete Picture

To get a Commercial Driver's License in Rhode Island, you work through Rhode Island Division of Motor Vehicles (RI DMV). The federal FMCSA ELDT mandate (effective February 7, 2022) applies in every state including Rhode Island — any new CDL applicant, class upgrade, or endorsement addition requires you to complete FMCSA-approved ELDT before sitting for the CDL skills test.

The complete sequence for a first-time CDL applicant in Rhode Island:

Hazmat endorsement applicants additionally need TSA threat-assessment fingerprinting through IDEMIA Universal Enroll (standard process — typical wait time 30–45 days for clearance).

Behind-the-Wheel (BTW) Training — Required, But Not From Us

For CDL-A and CDL-B applicants, federal ELDT requirements have two parts: theory (what DLA Academy provides) and behind-the-wheel training (BTW). BTW must be completed at a local FMCSA-registered BTW provider — typically a trucking school, a CDL training facility, or an employer-sponsored program. DLA Academy does not offer BTW.

BTW for CDL-A and CDL-B typically takes 40–160+ hours depending on the program, costs $3,000–$10,000+ depending on the provider, and must be done at an FMCSA-registered facility (the FMCSA TPR has a directory) — many are located in Rhode Island metro areas.

For Hazmat, Passenger, and School Bus endorsements: no BTW required. Those endorsements are theory-only on the federal side — though some states require additional in-vehicle testing for School Bus and Passenger at the state level.

TSA Step

TSA Hazmat Fingerprinting

For the Hazmat endorsement, Rhode Island requires a TSA threat assessment. Schedule your fingerprinting appointment through IDEMIA (Universal Enroll). Results typically take 30–45 days. Rhode Island Division of Motor Vehicles (RI DMV) cannot add the H endorsement to your CDL until TSA clears you.

Pre-February 2022 CDL Holders — Are You Grandfathered?

The FMCSA ELDT mandate took effect February 7, 2022. If your CDL was issued before that date, you are grandfathered for your current license class. You don't have to retroactively complete ELDT to keep driving.

BUT — grandfathering only covers your existing license class. If you're doing any of the following after February 7, 2022, ELDT is required regardless of when your CDL was issued:

Rhode Island Division of Motor Vehicles (RI DMV) verifies your ELDT completion through the FMCSA TPR before issuing the new class or endorsement.

Common Questions
Frequently Asked Questions
Who needs ELDT in Rhode Island?+
If you're applying for a new CDL or adding a new endorsement (Hazmat, Passenger, or School Bus) on or after February 7, 2022, you must complete an FMCSA-approved ELDT course. If you already held a CDL before February 7, 2022, you're grandfathered for that license class — but you still need ELDT if you upgrade to a higher class or add a new endorsement. The RI DMV verifies your completion by checking the FMCSA Training Provider Registry.
What's the difference between ELDT and behind-the-wheel (BTW) training?+
ELDT is the online theory portion — federally mandated and completed with DLA Academy in under 2 hours. Behind-the-wheel training is the hands-on driving portion you schedule separately at a local FMCSA-registered provider in Rhode Island. Both are required before you can take the CDL skills test at the RI DMV. DLA Academy covers theory; BTW is a separate step you arrange on your own.
What is the 14-day Commercial Learner's Permit (CLP) hold in Rhode Island?+
After you pass the RI DMV's knowledge test and receive your CLP, you must hold it for at least 14 days before you can take the skills test. This waiting period applies statewide. Use this time to complete your behind-the-wheel training with a local provider.
Do I need TSA Hazmat fingerprinting in Rhode Island?+
If you're pursuing the Hazmat endorsement, yes — TSA fingerprinting is required as part of the background-check process. Rhode Island uses IDEMIA Universal Enroll for TSA Hazmat enrollments. You'll schedule your fingerprinting appointment through IDEMIA after you complete the Hazmat ELDT course. Check the RI DMV website for the current steps and required documents.
How does DLA Academy's ELDT fit into the Rhode Island CDL process?+
You complete DLA Academy's FMCSA-approved ELDT course first. Upon completion, your training record is automatically submitted to the FMCSA Training Provider Registry within 24 hours. The RI DMV queries that registry to verify your ELDT completion. Then you take the knowledge test at the RI DMV to get your CLP, complete 14 days of waiting time, finish your behind-the-wheel training, and finally take the skills test. DLA Academy's role ends after ELDT; the RI DMV handles all testing and licensing.
