Yes. DLA Academy covers the online theory requirement. Behind-the-wheel (BTW) training is a separate step you'll arrange with a local FMCSA-registered BTW provider in Virginia. BTW is required before you can take the skills test at the Virginia DMV.

Who needs ELDT in Virginia?+
Anyone applying for a new CDL (Class A or Class B) or a new endorsement (Hazmat, Passenger, School Bus) after February 7, 2022 must complete FMCSA-approved ELDT. If you earned your CDL before February 7, 2022, you're grandfathered — you don't retroactively need ELDT for that license. However, if you upgrade your class or add an endorsement after that date, you'll need ELDT for the new endorsement or class.
What happens after I get my CLP from the Virginia DMV — how long before I can test for skills?+
Virginia DMV holds your Commercial Learner's Permit (CLP) for 14 days before you're eligible to take the CDL skills test. During that 14-day window, you'll complete your behind-the-wheel training with a local provider. After the hold expires, you can schedule your skills test at the Virginia DMV.
