Do I need ELDT if my CDL was issued before February 7, 2022?+
No. If your CDL was issued before February 7, 2022, you're grandfathered and don't need retroactive ELDT. But if you're upgrading to a higher class (e.g., Class B to Class A) or adding a new endorsement (Hazmat, Passenger, School Bus), you'll need ELDT for that upgrade or endorsement.
Do I need to find a behind-the-wheel provider, or does DLA Academy provide BTW?+
DLA Academy covers the online theory. Behind-the-wheel training is a separate requirement and must be completed at a local FMCSA-registered BTW provider. MN DVS will direct you to approved providers or you can search the FMCSA registry online.
How long does each course take?+
Each ELDT course—CDL-A Theory, CDL-B Theory, Hazmat, Passenger, and School Bus—completes in under 2 hours. CDL-A Permit Prep is self-paced and can be completed faster.
Will DLA Academy submit my completion to the FMCSA Training Provider Registry?+
Yes. Once you finish any FMCSA-approved ELDT course, DLA Academy automatically submits your completion to the FMCSA Training Provider Registry (TPR) within 24 hours. MN DVS verifies your ELDT status by querying the TPR.
What is the TSA Hazmat fingerprinting process in Minnesota?+
After completing Hazmat ELDT, you enroll in TSA fingerprinting through IDEMIA Universal Enroll. You'll schedule an appointment at a local IDEMIA enrollment center, provide your fingerprints and identity documents, and TSA will conduct a background check. The whole process takes 1–2 weeks. Once approved, you can apply for the H endorsement at MN DVS.
