Tennessee CDL Requirements — The Complete Picture

To get a Commercial Driver's License in Tennessee, you work through Tennessee Department of Safety and Homeland Security (TN DOS). The federal FMCSA ELDT mandate (effective February 7, 2022) applies in every state including Tennessee — any new CDL applicant, class upgrade, or endorsement addition requires you to complete FMCSA-approved ELDT before sitting for the CDL skills test.

The complete sequence for a first-time CDL applicant in Tennessee:

Hazmat endorsement applicants additionally need TSA threat-assessment fingerprinting through IDEMIA Universal Enroll (standard process — typical wait time 30–45 days for clearance).

Behind-the-Wheel (BTW) Training — Required, But Not From Us

For CDL-A and CDL-B applicants, federal ELDT requirements have two parts: theory (what DLA Academy provides) and behind-the-wheel training (BTW). BTW must be completed at a local FMCSA-registered BTW provider — typically a trucking school, a CDL training facility, or an employer-sponsored program. DLA Academy does not offer BTW.

BTW for CDL-A and CDL-B typically takes 40–160+ hours depending on the program, costs $3,000–$10,000+ depending on the provider, and must be done at an FMCSA-registered facility (the FMCSA TPR has a directory) — many are located in Tennessee metro areas.

For Hazmat, Passenger, and School Bus endorsements: no BTW required. Those endorsements are theory-only on the federal side — though some states require additional in-vehicle testing for School Bus and Passenger at the state level.

For the Hazmat endorsement, Tennessee requires a TSA threat assessment. Schedule your fingerprinting appointment through IDEMIA (Universal Enroll). Results typically take 30–45 days. Pre-February 2022 CDL Holders — Are You Grandfathered?

The FMCSA ELDT mandate took effect February 7, 2022. If your CDL was issued before that date, you are grandfathered for your current license class. You don't have to retroactively complete ELDT to keep driving.

BUT — grandfathering only covers your existing license class. If you're doing any of the following after February 7, 2022, ELDT is required regardless of when your CDL was issued:

Do I need ELDT to get my Tennessee CDL, or am I grandfathered in?+
If you held a valid CDL before February 7, 2022, your license is grandfathered — you don't need to take ELDT. However, if you're upgrading to a higher class (e.g., CDL-B to CDL-A) or adding a new endorsement (Hazmat, Passenger, School Bus), you'll need ELDT for that upgrade or endorsement, even if your base license is grandfathered. Any CDL applicant without a valid CDL as of February 7, 2022, must complete FMCSA-approved ELDT before the skills test.
What is ELDT, and which course do I need?+
ELDT (Entry-Level Driver Training) is federal online training required before your CDL skills test. DLA Academy offers FMCSA-approved ELDT courses: CDL-A Theory ELDT ($20), CDL-B Theory ELDT ($20), Hazmat ELDT ($20), Passenger ELDT ($20), and School Bus ELDT ($20). Each course completes in under 2 hours. Choose the course that matches your license class or endorsement goal. After you complete ELDT with DLA Academy, your certificate is auto-submitted to the FMCSA Training Provider Registry within 24 hours, and TN DOS verifies it there.
Is behind-the-wheel (BTW) training included with ELDT?+
No. ELDT is online theory only. After ELDT, you must complete BTW (behind-the-wheel) training at a separate, local FMCSA-registered provider before you can take the CDL skills test. DLA Academy does not provide BTW. You'll arrange BTW independently with a training school in Tennessee or your area.
What about TSA Hazmat fingerprinting for Tennessee?+
If you're adding the Hazmat endorsement, you'll need TSA background clearance. Tennessee uses the standard IDEMIA Universal Enroll system for Hazmat fingerprinting — you'll enroll online at the IDEMIA portal and schedule a fingerprint appointment at a participating location. Complete this step after you pass your Hazmat knowledge test and before your skills test. Keep your TSA clearance letter when you apply for the endorsement at TN DOS.
What's the timeline from ELDT to skills test in Tennessee?+
After you complete ELDT (under 2 hours), you can immediately apply for your Commercial Learner's Permit (CLP) with TN DOS and take the DMV knowledge test. Tennessee imposes a 14-day holding period on new CLPs — you must wait 14 days before you can test for your CDL skills test. During that 14 days, complete your BTW training. Once the 14-day hold expires and BTW is done, you're eligible to schedule your skills test with the state examiner.
