South Dakota Passenger ELDT for the P Endorsement

The Passenger ELDT is a federal requirement from FMCSA for anyone applying for a Class A or Class B CDL with a passenger vehicle endorsement (P). If you drive buses or other vehicles designed to carry 16 or more passengers, you must complete this course before your SD DPS skills test. If you obtained your CDL before February 7, 2022, you're grandfathered and don't need ELDT. But if you're upgrading to add the P endorsement, you still need to complete it.

Yes. DLA Academy is FMCSA-approved and listed on the federal Training Provider Registry. SD DPS recognizes all FMCSA-approved ELDT completion certificates. When you finish, your record is auto-submitted to TPR, and you can present your certificate to SD DPS when you apply for your skills test. We're accepted in 49 states — South Dakota included.

Passenger endorsement doesn't require TSA fingerprinting. However, if you're also pursuing the Hazmat endorsement (H), you'll need to complete TSA enrollment through IDEMIA at a live enrollment location. The Hazmat ELDT itself is completed online, but the TSA background check and fingerprinting are separate and handled outside the course.
