What is ELDT and why do I need it in Arizona?+
Entry-Level Driver Training (ELDT) is a federal requirement under FMCSA rules. All CDL applicants in Arizona must complete FMCSA-approved ELDT before taking the skills test — unless they held a valid CDL before February 7, 2022 (grandfathered). Even grandfathered drivers need ELDT for any new endorsement (H, P, S) or class upgrade. Do I need behind-the-wheel (BTW) training?+
Yes, if you're getting a CDL-A or CDL-B. DLA Academy provides the online theory component (ELDT). BTW must be completed separately at a local FMCSA-registered training provider in Arizona. Hazmat, Passenger, and School Bus endorsements do not require BTW — only theory ELDT. After you finish both ELDT and BTW, you're ready to test with the Arizona Motor Vehicle Division (AZ MVD).
How does the Hazmat endorsement process work in Arizona?+
Hazmat ELDT is the first step (online, $20, under 2 hours). Next, you apply to the AZ MVD for a CLP with the H endorsement. The TSA then requires fingerprinting through IDEMIA Universal Enroll — you'll enroll, get fingerprinted at an IDEMIA location, and pass the TSA check. Once cleared, you take the Hazmat knowledge test at the AZ MVD, then schedule your Hazmat skills test. DLA Academy's Hazmat ELDT covers the training; we auto-submit to TPR, but the TSA and AZ MVD steps are separate.
