Do I need ELDT to get a Pennsylvania CDL?+

Yes — if your CDL was issued on or after February 7, 2022. If you held a CDL before that date, you're grandfathered in and don't need retroactive ELDT for your existing license. However, if you're upgrading to a higher class (e.g., CDL-B to CDL-A) or adding a new endorsement (H, P, or S), you still need ELDT for that upgrade or endorsement, even if your original CDL is grandfathered. What about behind-the-wheel (BTW) training?+

DLA Academy covers online theory only. BTW is a separate, mandatory step you arrange at a local FMCSA-registered provider in Pennsylvania. After you complete ELDT with DLA and get your Commercial Learner's Permit from PennDOT, you'll schedule BTW separately. Typical BTW costs $800–$3,000 depending on the provider and training duration.

How does Hazmat TSA fingerprinting work in Pennsylvania?+
