How to Get a Hazmat Endorsement on Your Pennsylvania CDL

Pennsylvania follows the standard federal process for adding a Hazardous Materials (H) endorsement to your CDL:

  1. Complete Hazmat ELDT Online — $20 DLA Academy's FMCSA-approved course. Your completion is automatically reported to the FMCSA Training Provider Registry so PennDOT can verify before your test.
  2. Visit Your Local PennDOT Office Visit your local PennDOT Driver License Center. Pennsylvania handles both the HazMat application AND TSA fingerprinting at PennDOT locations — you do not need to visit a separate TSA enrollment center. Bring your CDL, DOT medical card, proof of identity, and proof of Pennsylvania residency.
  3. Complete TSA Fingerprinting and Background Check PennDOT staff will process your HazMat endorsement application and conduct TSA fingerprinting at the same location. Allow 2–6 weeks for TSA processing after fingerprinting.
  4. Pass the HazMat Knowledge Test 30 questions, 80% passing score required. Covers federal hazmat regulations, placarding, shipping papers, classification, and emergency response. Administered at your PennDOT office.
  5. Receive Your H Endorsement Once TSA clears your background and you pass the knowledge test, PennDOT issues your updated CDL with the H endorsement.
⚠️ Pennsylvania Note: Pennsylvania handles both the HazMat endorsement application and TSA fingerprinting at PennDOT Driver License Centers — do not go to a separate TSA enrollment center. Check your application status with PennDOT directly, not with TSA online.
💡 Pro Tip: Complete ELDT online and then visit your PennDOT Driver License Center to complete the application and fingerprinting. The earlier you go, the faster you get your endorsement.

Yes — our course is listed on the FMCSA Training Provider Registry, which PennDOT uses to verify ELDT completion. It is accepted statewide in Pennsylvania.
Do I need ELDT even if I already have a Pennsylvania CDL?
Yes. ELDT is required for any CDL driver adding a first-time Hazmat (H) endorsement, regardless of how long you have held your CDL.
How long does the Hazmat ELDT course take?
Most drivers complete it in under 2 hours. There's no time limit — you can pause and resume at any time on any device.

Automatically within 24 hours of completing the course. PennDOT can verify your ELDT status through the FMCSA Training Provider Registry before your knowledge test.
